The Philippines' main bilateral aid donors are the USA and Japan. Large remittances are also received from Filipinos working overseas. In 1975, there were 40,000 OCWs (Overseas Contract Workers). By 1994, this had risen to 680,000. Many NGOs operate in the outlying islands.
